Why is the pay rate for a temporary part time contract less than casual pay rate?

I got offered a temporary part time wrinkle at a retail store because christmas is coming soon but the condense states I get a lesser pay rate than my casual pay rate. Why is that? I brainstorm part time employment gets paid more than casual.
