I constraint to contact the employers/companies to let them know I can provide temporay/stable placement when they have job openings available.

Get your phone laws or internet directory fired up and start calling! Ask for the HR chairman, and be sure to get their name if you are transferred. Be prepared to follow up with a letter to the leader describing your services and prices.
