Service commission. Is a commission based on TOTAL contract gross sales (3 year contract) correct way?

My commission is on a three year service contract. The service P is saying 1% on ONE YEAR gross not a percent on the three year service contract outrageous. Total gross is around $2 Million. Owner donation 1% of one year gross ($860,000).
