Employment Contract?

If someone from the Commission I on my ranch and offer them an hourly wage, more security, do I get him to sign an employment contract that sets out their obligations, the hourly rate of compensation for the bond and that I do not take out taxes or can I just make a letter of some kind?

You can do either.

Depending on your status whether a contract is best for you or just a letter.
