What is a tactful way to get your boss to change the dress code for women at the office?

At my order of employment, we recently got a new boss. She just enacted a dress encypher which requires hosiery when wearing skirts/dresses . Our earlier boss ( male ) didn't have this requirement. Myself and the other women at the office really don't hanker after to wear pantyhose.
Well, I really prefer wearing pantyhose with skirts/suits as I dream that it does provide for a more professional look so I am the wrong in the flesh to ask. Not wearing hosiery of some type is like a guy wearing a process with no socks...just doesn't look right.

As I indulged in an autumnal-evening fix of attractive popcorn and a younger Harrison Ford in Working Girl the other end of day, I gave thanks to the movie, yet again, for teaching me so much about dressing for success.
