What is a tactful way to get your boss to change the dress code for women at the office?

At my remember of employment, we recently got a new boss. She just enacted a dress system which requires hosiery when wearing skirts/dresses . Our before boss ( male ) didn't have this requirement. Myself and the other women at the office in reality don't want to wear pantyhose.

Well, I absolutely prefer wearing pantyhose with skirts/suits as I mark that it does provide for a more professional look so I am the wrong mortal physically to ask. Not wearing hosiery of some type is like a guy wearing a befit with no socks...just doesn't look right.
