What is a tactful way to get your boss to change the dress code for women at the office?

At my arrive of employment, we recently got a new boss. She just enacted a dress conventions which requires hosiery when wearing skirts/dresses . Our prior boss ( male ) didn't have this requirement. Myself and the other women at the office really don't lack to wear pantyhose.
Well, I truly prefer wearing pantyhose with skirts/suits as I cogitate on that it does provide for a more professional look so I am the wrong myself to ask. Not wearing hosiery of some type is like a guy wearing a uniform with no socks...just doesn't look right.

RIVERVIEW, FL -- A nearby women's correctional facility is scheduled to be among the first to stifle down as part of a state cost cutting plan. But volunteers at the Hillsborough Correctional Practice in Riverview are fighting back against what's currently a March 1 closing period.
On Saturday morning, dozens of people dressed in red and held signs surface of HCI. Several trucks and cars honked horns as they sped by -- a banner of success for the group.
For the last eight years, the HCI has housed women along with faith and bat based programs taught by volunteers. Up until last year, the alacrity was the only one in the state to offer women these classes, from athletics to dress for success courses.
"It's alarming because it's all because of the community outside the prison that cares," says former HCI inmate J. Monique Baker.
Baker is back on her feet and on her feet Saturday morning were the same shoes she wore the day she stepped out of HCI in 2010. Her determination for cocaine trafficking was commuted after proof that she had changed. For that, she credits the classes and spirit lessons at HCI.
