What is a tactful way to get your boss to change the dress code for women at the office?

At my embarrass of employment, we recently got a new boss. She just enacted a dress encrypt which requires hosiery when wearing skirts/dresses . Our past boss ( male ) didn't have this requirement. Myself and the other women at the office really don't in need of to wear pantyhose.

Well, I in actuality prefer wearing pantyhose with skirts/suits as I muse over that it does provide for a more professional look so I am the wrong himself to ask. Not wearing hosiery of some type is like a guy wearing a application with no socks...just doesn't look right.
