What is a tactful way to get your boss to change the dress code for women at the office?

At my squelch of employment, we recently got a new boss. She just enacted a dress regulations which requires hosiery when wearing skirts/dresses . Our above boss ( male ) didn't have this requirement. Myself and the other women at the office really don't thirst for to wear pantyhose.
Well, I in point of fact prefer wearing pantyhose with skirts/suits as I over that it does provide for a more professional look so I am the wrong human being to ask. Not wearing hosiery of some type is like a guy wearing a be acceptable with no socks...just doesn't look right.
